The UCI leader did not object to Landis speaking at a two-day conference staged by Deakin University. The rider, who was stripped of his 2006 Tour victory for doping and later banned, is scheduled to join an expert panel of lawyers, scientists and academics.
However, McQuaid questioned Landis for seeking to create a "hullabaloo" of publicity.
"My only problem is with his modus operandi. I am aware that there are other very high profile athletes who have also been sanctioned for major doping offenses that are ... assisting authorities in the fight against doping," McQuaid said.
"They choose to do it, to my mind, the correct way by working quietly without any hullabaloo."
McQuaid said Landis does not have accreditation to attend the world championship races which begin Wednesday and end with the elite men's road event on Sunday, Oct. 3.
