That doesn't prove that anyone with a lower number is clean, just that their blood values at that time weren't suspicious. It has little relevance for the Di Gregorio case, he became a suspect in 2011, the list is from 2010, and it looks like he is suspected of buying steroids, something that wouldn't show up on that list.
