Apparently it's from a "book"( fan piece) that was released 2 months before Chris froomes vuelta 2011 transformation. It makes me doubt dbs recent comments that he always saw the potential in froome, and pretty much confirms that the decision to only show grappe data from vuelta 2011 onwards was a Pr move.
