Who can argue with that as a sentiment? Its takes time to rebuild confidence. I'd have phrased it differently, not using 'cases' for example, as that give a false implication of no doping cases = no doping.

He can only guarantee himself as clean. Same as any other athlete. I think you are reading too much into the second part whilst the focus should be on the first part.
It is going to take years* of tour wins untainted by doping to rebuild any level of confidence.
*A generation at least IMHO, so that people can look back to 15-20 years ago, beyond the statue of limitations and see if anything did come up.
Have doubts about the guy if you wish (and I know I have a few reservations), but assuming for a moment he is clean, isn't that the sort of interview you would want to hear ?
