Cause they are similar. burger(dutch), borger(danish), burgher(english). add in the context of the sentence.
ere burgher isnt English, its a Dutch word in origin, we no doubt started to adopt it by trading withthe Hanseatic league.

but it became burgess, or borough, and neither of them remotely sound like burgers in English...mmm burgers :hamburger:

It's all part of the germanic family language group.
English and Dutch have many similar words. English probably use the word citizen more cause they were conquered by the french at 1 point.
