Maybe he's not feeling well, but the guy already refused to finish the Giro last year when the team wanted him to finish the Gir as a learning experience, so I have my doubts.

2.3.012
All riders may render each other such minor services as lending or exchanging food, drink, spanners or accessories.
The lending or exchanging of tubular tyres or bicycles and waiting for a rider who has been dropped or involved in an accident shall be permitted only amongst riders of the same team. The pushing of one rider by another shall in all cases be forbidden, on pain of disqualification.

If the commissaires are not applying the rules of cycling, exactly what criteria are they applying?

On paper, this stage doesn't really suit him
I think it suits him ok actually, though he would of course prefer a more regular and steep climb. But it’s a very long climb and it goes up very high which should be good for him.

But the rules of the sport allow only one sanction: disqualification.

When rules are devised, the authorities can either leave punishment to the discretion of referees on the ground, or dictate automatic penalties. In this case they have done the latter. So the commissaires either don't know the rules, or they have just given a big middle finger to the authorities. It must be incredibly frustrating to be involved in a sport where you don't know whether the rules will be applied or not.

If people are going to wait for the final climb and not at least put up a strong pace to Calascio, Brambilla is going to be in pink at the end of the day........
