For logistical reasons and for a faster evacuation of the area they say. If I remember well only in the 60s and in the 70s they arrived over 2000. Or Gavia - Bormio 2000. Gavia is also better connected to other climbs. It would be possible to do a stage with Mendola or Palade - Tonale - Gavia - Bormio 2000. Btw, if I were in the RCS management, I would have given a notice to the regional authorities that usually pays for stages that combos of that type (big climb - small climb) is preferable to these steep climbs poorly connected to other climbs.
