Why do they never go all up like initially planned in 2009!?
For logistical reasons and for a faster evacuation of the area they say. If I remember well only in the 60s and in the 70s they arrived over 2000. In the 21th century they always arrived in Mammarosa, i don't know why they don't take into account Rifugio Pomilio almost 4km above Mammarosa. Anyway in the past they have presented arrivals logistically more complicated like the centre of Assisi Plan de corones or Gardeccia.

They only canceled the arrival on top for storm in 2009 if I remember correctly. So it's indeed a bit weird. Especially considering the option you just mentioned!

Frankly, I'm a bit salty the Giro d'Italia doesn't use StilfserJoch-Bormio 2000 in this century of long-range attacks!
Or Gavia - Bormio 2000. Gavia is also better connected to other climbs. It would be possible to do a stage with Mendola or Palade - Tonale - Gavia - Bormio 2000. That option would also have a decent backup option if Gavia had to be cancelled due to weather.

Btw, if I were in the RCS management, I would have given a notice to the regional authorities that usually pays for stages that combos of that type (big climb - small climb) is preferable to these steep climbs poorly connected to other climbs.

Gavia-Bormio 2000 wasn't exactly a success in 2004. Hence why I prefer the Stilfserjoch from Prad. But the combination you mentioned sounds promising as well.

They've done the Stilfserjoch in 2020 & 2005 so the Stelvio descent is definitely doable.

There's nothing wrong with the descent, they also used the descent as the finale of the 2017 stage to Bormio.
The problem is that the approach to the north side of the Stelvio doesn't really link very well with any other climbs, it's basically a long valley road.

I like it. It looks like a more exciting route than the Tour. At least more of a balanced route. I’d love for the 40k time trial to be even longer but that’s still better than what the Tour is serving up in that discipline, I don’t hate stage 20. Only about 20k of flat roads between the first downhill and the second ascent

How legit is that?

To me it looks the best since at least 2021, but the big mountain stages apart from Giau still don't seem that great, and even that one is pretty high risk of just being a 5km shootout.
I'm pretty sure the start/finish locations are correct. The stage routes are mostly speculation though.
