Wow, this seems beyond ridiculous to me but the relevant rules seem to be (http://www.uci.ch/inside-uci/rules-and-regulations/regulations/):

12.1.040 (8)
Non-regulation assistance to a rider of another team
Each rider concerned:
8.2. Stage Race 200 per offence and 2’, 5’ and 10’ penalty and elimination + 200 from 4th offence
Any other licence-holder : 200
2.3.029
Riders may only receive technical support from the technical personnel of their team or
from one of the neutral support cars or else from the broom wagon.
In the event of any change of bicycle during a race, the bicycle abandoned by the rider
must in all cases be recovered either by vehicles accompanying the race, team
vehicles, a neutral service vehicle or by the sag-wagon.
Mechanical assistance at fixed locations on the course is limited to wheel changes only
except for races on a circuit where bike changes can be made in the authorized zones.
Any mechanical assistance which fails to meet the obligations above will result in the
disqualification of the rider either immediately, or after the race if proven by any means
and verified by the commissaires (article 12.1.001).
2.5.019
The exchange of food, drinks, small items of equipment, wheels and bicycles and help
with running repairs shall be permitted between riders of the same team.
It was a little unclear to me whether the 2' applies for the first or the second offense, but on second look it seems clear that it applies on the first offense.

The penalty would be ridiculous, but skyfans prove once again they're babies directly aiming for contador and his helmet.

LOL, jesus try and be classy.

Does it mean since everything has to be fair that we've *** over porte's shoulder twice? And his knee?

It has to be fair right?

That's how you know sky fans are watching the sport for 3 years, pretty pathetic.

Any anyways, I think this is a race, so why should anyone wait? Heck, even on group rides we don't always wait for flats.

They do provide a motorhome for the leader but can't provide assistance on the road when said leader has a flat. Then some of the Sky fans argue that everybody should stop and wait for the new Grand Tour sensation. Everybody, get out of the way, Richie Porte is coming! If Brailsford's attention to details and marginal gains doesn't include handling these types of misfortunes then it's useless to improve your watts/kg at ridiculous levels. One might not win on brute force alone.

I'am sure someone would have offered his wheel to Contador had it been him in that situation..

I don't see the need to call for punishment here...

Porte was unlucky -and everything went wrong -partly due to incompetence/priorities.
But in my opinion there is no need to add further to his clusterfuck of a situation..

I don't think the rule is incented for a situation like this...

Upon second thought though, if this had been on champs ellyseés and Porte (or anyone else for that matter) would have won beacuse of getting outside ruleset help I can see the issue...

Exactly. I think what makes it hard for the UCI is that I believe Katusha's Communication Manager was the first to tweet about it. The whole thing is dumb IMO and I don't expect them to enforce the rule in this situation, but it's there for a reason (and the more likely rule is Section 20, which only penalizes the riders involved with providing assistance with a mechanical within the last 20KM 1' (as opposed to Section 8's 2' penalty).

Actually I messed up on that one. The applying regulations would seem to be:
2.6.002 Unless otherwise stipulated hereafter, road race stages shall be run in the same
manner as one-day races and time trial stages shall be governed by the provisions
governing time trials.
2.3.012
All riders may render each other such minor services as lending or exchanging food,
drink, spanners or accessories.
The lending or exchanging of tubular tyres or bicycles and waiting for a rider who has
been dropped or involved in an accident shall be permitted only amongst riders of the
same team. The pushing of one rider by another shall in all cases be forbidden, on pain
of disqualification.
That 2.4 section was for TTT.

They went with Section 8.2 and hit him with a 2' penalty. Giro over for Porte. He's not getting back 3'+ on Contador.

Surprised they hit Porte with the penalty. They ignore much worse regularly.

With Porte tweeting the evidence himself, the UCI probably felt they could not ignore it. That is IF they are giving him the penalty.

Anyone know why that is a rule? Do teams have to account for all equipment at the end of the stage or something like that

Yeah, it caught me off-guard too. Reminder to check twitter before posting. Maybe they're really wary of seeming to favor "Cookson's" team. In any case they clearly spared them of a by-the-book DQ (see above), so at least there's that. Seems horribly unfair, though.

I guess so a "rich" team can't hire a "broke" team and basically having an 18 man team.
