So is the guy we're looking for.
I have no clue who it is.
Oops, sorry. I misremembered that answer, which means my process was fundamentally flawed and my conclusion (a rider who did retire in 2009, which is why I thought you had the same conclusion). So either Samu has a different rider in mind, who had a more famous father, or I was lucky in not noticing that my guy's first named team in PCS was not really a pro team. Two wrongs might have made me right.

But Cofidis had slipped down to PCT level by the time Moncoutie retired, so I'm still sure it can't be him.

Naah, I just went back to the last time - before 2012 - Cofidis was a WT team.

I assume we have the same rider in mind, but while it seems he did ride for a team before joining Cofidis, I still think it's fair to claim he wasn't pro at the time.

From a Pau family? Yes (although, according to the most recent article about him I could find, he's in charge at a Bordeaux-based junior team, so perhaps not living there anymore)
Hervé Duclos-Lassalle? Yes

A bit of an unfortunate rider - not only was he always in his father's shadow, but he's also one of very few riders to have started the Tour without ever completing a stage, having crashed out on the opening stage in 2008 on his only participation. At least he got to experience winning a pro race.

Oh, and the team he rode for pre-Cofidis was an espoir team, as it says in the name, and the TT3 level was the predecessor of the conti level, so doesn't count as part of a pro career for two reasons, IMO.
