Óscar Sevilla has got Colombian citizenship now, hasn't he. He is on a Colombian team but still races under a Spanish flag. He was born in Spain to Spanish parents. He has raced outside Europe this season. Del never specified that both countries were in the EU, we just assumed so on the basis that he was born in an EU country and represented one. He rides for Team Medellin, who were just called Medellin last year. He was born on 29/9/1976, so in the second half of the year and before 1995.

And after Paco was the last answer, Babyface would be a logical sidestep.

I guess that works: I had taken "he races under a EU countries flag and born in a country now in EU " to refer to two countries, but it doesn't have to.
Sorry if that is misleading - I was actually trying not to be too misleading, the clues where there as Libertine Seguros proved
