Why not do a short TTT play off between the bottom 8 (in group 2) doen in pairs

with the 2 last promoted to group 1...then they ride the winners of the play off places 5 to 8 (again in pairs)
.......and the final 2 from this ride against the winners of places 1 to 4 play off ..

As it is there is no incentive to ride in Group 2 or far down in Group 1....
