How many other sports have multiple competitions going on at the same time, within the same event?

I think the point is that they want the winning team to be the team that crosses the line first in the TTT.
The team that crosses the line first in the "finale" heat, that is.

Another option would be to hold the TTT as a relay.

All-in-all it's pretty simple:
The winner is the guy who crosses the line first, except when it isn't.

As for this series:
With the Climb it ended up making sense; the guy who crossed the line first was on the winning team.
With the Sprint, not so much. What place did Cannondale even end up in?
