Hein Verbruggen - Foreign Official under FCPA?

Is Hein Verbruggen a 'Foreign Official' under the Foreign Corrupt Practices Act? My understanding is that it normally only applies to government officials, but it does also cover UN officials and other international bodies in some circumstances. Would the UCI count? If - and its a big if - the bribery stuff was proven, this might provide a fruitful avenue for a prosecutor. They don't take the FCPA lightly.

Hmmm... after further research... probably not. Is there some way in which the UCI can be considered to be a governmental organisation? I believe it is incorporated under Swiss law. How does it get its standing with the IOC, WADA, etc? How are these organizations legally constituted? This is a tangled up system...

I think the IOC has some kind of special status which might extend to the lower organizations such as the UCI. Obviously there's going to be a cutoff somewhere.
