Is this old Sugino crank JIS or ISO?

Hi folks. Long time reader, first time contributor...yada yada. So I need some help:

I'm building a 2-speed commuter (via a freewheel, 2 chainrings and a tensioner), and have managed to confuse myself with the crank/bottom bracket combo. I borrowed this Shimano (JIS) BB as a starting/measuring point to see what spindle length I need for an ideal chainline. Which is where my confusion over this crank started...

...I've read that most Suginos subscribe to a JIS taper, excluding their Keirin-approved track cranks, like the "75." However, I've also read that some "older" Suginos may have ISO tapers as well. I'm not sure what "older" means in this context. Furthermore, I'm not sure if this Sugino VP qualifies as old.

...That's the crank I'm using; a Sugino VP. It's a double. I found it at a swap meet, and assumed it had a JIS taper. But now I'm not so sure...

...I've included pictures that attempt to show the spacing left over when mounted on the Shimano BB spindle (not tightened, by the way). There are about 4mm between the end of the spindle and the crank's square edge. There are about 4mm extra on the reverse frame-side of the crank as well.

...So my question is: Is this normal on a JIS setup?

...Or does this Sugino VP crank have an ISO taper?

Depending on what size chainring is on inside I dont think you will get much closer to the chainstays than what you have anyway. It would make a 42 tooth chain ring very close

Pretty sure it's JIS..torque it on, DRY spindle, 35 ft-lbs and I think you'll see it draws on the proper amount.
