the details i'd like to know:
(i) when and where were her previous 2 'misses' (all 3 must occur within 18 months)
(ii) what does it mean 'there was no sign of here in that location' ? was she not in the hotel when the testers arrived or did she falsely inform the authorities of here whereabouts ?
if it's the latter, she would seem to be intentionally lying.
all said and done, it's a well known phenomena that sophisticated dopers of all ages and nations have learned to exploit the whereabouts loop holes. unfortunately, the longer one competes, the higher the chance that one will stumble eventually.
Under the revised International Standard for Testing which went into force on January 1, 2009, the limited number of top elite athletes included in the registered testing pool of their IF or NADO are required to specify 1 hour each day (between 6 a.m. and 11 p.m.) during which they can be located at a specified location for testing. If they are not at the indicated location at the specified time, they expose themselves to the risk of a missed test.

my point was to try to understand whether she was booked in the hotel and just 'not available' when the testers showed up or she has provided a false or incorrect information about the hotel all together but was booked in another place. the article was not clear on the point.
there is a difference, though, a small one.
in the first case, the testers may choose to wait for some time, leave and file the 'unavailable' report. i recall i saw a wada statistic some place that only 20-25% of 'unavailable' reports lead to an official warning that counts as one strike towards the maximum 3.
whereas in the second case - wrong location - it is considered 'misfiling' and leads directly to a 100% strike.
having read that she was sent a registered letter for what appears 2 previous mis-filings, it would appear the 3d one was also a misfiling as opposed to possibly excusable 'unavailable'. but the article, as i said, was not clear.

It was actually 4 misses before UCI woke up (after the press got a hold of it) in the Rasmussen saga. The French may be a little better and a little less corrupt than the UCI.
