Is there any news in this or is it pure speculation?

Seems the only clear thing about it is Van Aert wouldn't be allowed to race the Tour in pure Olympics prep mode.
Surely if no Vingegaard then they have nothing to lose in letting Wout pick and choose the stages he wants to go deep in and test himself for the win.

I think Jorgenson will surprise in the Tour. Maybe a top3.
That will take some serious support. He's been able to freelance his way to some of his biggest current results. He's not an unknown factor any longer so that struggle to be near the podium will get real. JV and UAE both can't afford any more injuries to the serious team members or this could end up as a Tour of New Blood. It's now ripe for surprises with Jonas, Remco, Landa...etc; on recovery mode.

If the internal bleeding is significant enough it could affect his training quality once he does get back to it, if say his HcT is down in the 30s for a month. On top of the obvious nature of a lung injury. Hard to see Tour as realistic.

No way they would operate him if he had internal bleedings.
If they operated to control bleeding it is usually some cauterizing hopefully, rather than suturing that takes more time to heal. It's hard to know what they've done but to your point; they'd only perform another procedure if hemorrhaging near the heart and lungs was stable or if fragments from the accident threatened more bleeding. There are lots of nerves and blood flow behind the scapula and operating there has a risk of blood loss.
IMO we can't predict any rehab until we know if he has actually gone through all his procedures. That said, Jonas also has the last say on what information comes out and would probably like to be the one that determines when he's "on the mend".

I see it's spanish AS, who reports it. That makes it somewhat credible.

However, as i shared in this thread the other day, Frans Maassen said to the media on the 6th of April that Vingegaard hadn't had collarbone surgery yet. Let's wait from an update from the team.
He had surgery for his lung first, a few hours later also for his collarbone.

No. He hadn't had surgery for his lung - only collarbone.
Its a matter of definition. Perhaps it wasn't surgery but the story mentions a procedure?

The Dane’s first procedure was reportedly for his pneumothorax, which needed to take place before his fractures were treated completely

According to a search I did, treatment for pneumothorax, involves inserting a needle or chest tube between the ribs to remove the excess air. Then they can repair the broken collarbone.
