Sebastian Mikkelsen, who has apparently worked for TV2 Sport previously and lives in Madrid.

I remember him because he had been on Feltet.dk before TV2. I don't think he ever got commentary jobs on TV2 but he did voice-overs on highlights. He had an extremely robotic way of speech, it was so evident that he was just reading a script.

Is it a problem on my end or is the Tiz stream too broken to watch? I only get two seconds before it freezes, then two seconds, a new freeze and so on. The sound seems to work alright.

The same feed can be found on Youtube, where it's much smoother. Just search for Vuelta a Burgos.

Should even be favorite for GC with Tiberi dropped earlier. Well after Arensman I guess but I'm expecting him to loose time here.
