I'd say worse. The hilly part had just started and he was extending his advantage again while the peloton was losing domestiques.

Now all domestiques have rejoined and are rested again.

OTOH, he can get going straightaway, while the chase would need a bit of time to get organized.

But that's a small factor relative to more tired riders getting a rest

Hermans? That doesn't make sense, does it?
There weren't really any good TT'ers present though. Hermans just rarely has anything to win or defend in a TT, but I do remember him finishing top 5 in a TT in Poland in a pretty decent TT field and finishing podium in the national TT champs so he's probably not too bad at it.

He might be a better TT'er than I initially remembered, but this is still the first TT win of his career.
