I’m surprised that you concluded Frank was Foxxy. The political views he expressed are of course just what one would expect from Foxxy—I pointed that out in my first response to him—but the style was different. Foxxy’s English was better, and he was harsher and more detailed in his responses than Frank. The Foxxy who posted here before would not simply have repeated that Trump was the right choice, he would have explained exactly why. That should have been obvious to anyone who followed Foxxy closely in either the politics or the NFL thread. He didn't just express strong opinions, he backed them up with arguments, whether you agreed with them or not. Frank didn't do that, despite my attempts and those of others to draw him out.
Maybe Foxxy was clever enough to change his style and even his grammar so he would appear to be another poster, but if he had wanted to do that, he could have expressed his views far more tentatively, and made the English much poorer. And why in the world would he admit to knowing Foxxy?
Here’s a question for you, or anyone else who understands computers: how can you possibly prove that the poster named Frank was the same as the poster named Foxxy? Absent actually going to Germany, somehow tracking down the original Foxxy, and watching him post under the name Frank, how can you say with any certainty they are one and the same? Maybe you can pinpoint the location of the computer, but that’s not the same as pinpointing the location of the poster. To take an obvious possibility, suppose Foxxy has a significant other who uses a different computer in Foxxy’s house. How would that be a violation of the CN rules, even if s/he happened to have similar views to Foxxy’s?
