But this is because of the way modding is setup, which I would lay the blame squarely at Future or Dan for not taking leadership since Susan went, not at the mods who have been left alone and have spent time setting it up and modding.
There are a few mods who do little, but want to hold on to the shiny badge and ban hammer.
This is a 24/7 environment, there should be people on to cover the major times zones and give them limited power to move threads and issue at most 24 hour bans.
Then have a senior mod (or 2) who understands modding to make broader decisons and extend bans if nessesery. That way the members get consistency and the junior mods get little flak and should have little to do except a little housekeeping.

Hence if you have a few people are 'on' the forum anyway, with limited power it stops any trolling quickly.
If stuff gets quickly moved or the temp is reduced quickly the more blatant stuff happens less frequently and the need for heavy handed action is less.
