I lived in Seattle late 80s to mid 90s, so was there when grunge took over. It was awesome! And I didn't even go to any big Nirvana or Soundgarden concerts or anything, my friends and I would just go to the bars and listen to local bar bands, and that was a blast too! So yes, back then music was accessible and just everywhere.
I've never watch the video until now. I remember hearing that song a lot when it first came out in the mid-90s. There's a lot of discussion on what the song's meaning is as Petty supposedly left it open to interpretation. Some say it he wrote the song as a farewell to his first wife who apparently suffered from depression & drug abuse? Weird video nonetheless.
I watch a lot of real-life crime shows, so putting makeup and a nice dress on a corpse, and then dancing with it like Petty did in the vid strikes me as rather serial killer like. YMMV
