Difficult to say…

I actually think they (UCI and WADA) should consider whom (which rider) it concerns. So if Rider A (here: Nairo) is positive, they should still count in what Nairo gave to global cycling in general, and cycling in Southern America, within the last ten years or so. Also Arkea and Samsic should be rewarded for pushing money into cycling, and not punished.

If Rider B (another rider, from another team) would be positive, they could still sanction him.

Punishing Nairo - IMHO - is not a correct decision, because he‘s a good guy from a good entourage.
You must be on tramadol yourself

"The Arkéa-Samsic team has taken note of the notification from the UCI and received by Nairo Quintana informing him of the presence of Tramadol in two dried blood samples collected during the last Tour de France.

Since March 1, 2019, the UCI Medical Regulations have provided for the prohibition of Tramadol in competition for medical reasons.

Moreover, this violation of the UCI medical regulations does not lead to a suspension for the rider.

The Arkéa-Samsic team will not provide any further comment."

Considering this is not related to doping i won't lose sleep over it.

P.S. Still likely an appeal in regards to disqualification should be made. To try to overturn the decision in regards to disqualification.

there goes all the MPCC mumbo jumbo out of the window...
 
It seems some people are confusing things here:

Tramadol is banned by the UCI as they deem riders using it unfit for competition, both because a rider in pain shouldn't compete, and because tramadol is thought to cause undesired side effects (lack of concentration, slower reaction times,...) which are thought to have caused crashes in the last couple of years.

Tramadol is not on the doping list. It's only the UCI (no other sports federation) that banned it, because it's mainly used in cycling and not so much in other sports.

So Quintana can't get a doping ban. He can get punished, as a first offense results in a DSQ and fine, a second offense (using tramadol) results in 5 months suspension (and a fine) and a third offense in a 9 month suspension.

ps: I have used prescribed tramadol, and it worked wonders to relieve post-op pain, but I got habituated after 2 weeks and thus stopped as it didn't have any effect anymore. I didn't have any noticeable side effects.

Was looking forward to seeing Nairo race here as he always does well in the Vuelta.
I wonder why he pulled out despite being allowed to race??
Perhaps he feels too much uncertainty!!

Will he race again this year??? Is there any stage race that might suit him that is left in the calendar?
Or is his main race now fighting for his Tour results to be reinstated?

He wrote on Twitter I think that he isn‘t starting so he can appeal to CAS. His team might still have excluded him though
Ah okay, so the other way around. Well he better be sure to be able to win his case, if he just wanted to save face it would've probably been better just to go on and ride the Vuelta hoping people just forget about the whole episode as quickly as possible.

Nairo also isn't going to lose any sleep. He's got a 3 year contract. He does not even have to suffer in the Vuelta. He can go back to enjoying being on Television.
