Sagan's jersey is illegal, but then I doubt he intends to use it in actual races. I suppose it's like his black rainbow jersey.

With the UCI being as inconsistent as they are, I wouldn't be surprised if they just let this jersey go through without saying anything. The regulations don't specifically mention that the stripes have to go all the way around. Only that the design needs UCI approval.
