I look at it and see the white and the blue. Then the red is just part of the surrounding red. If this is a reference to Guybrush's post about Bahrain riders not being allowed to wear the jerseys, then no, it isn't - there's a rule that states riders aren't allowed to wear another team's kit (or use another team's bike). All Bahrain's riders are obviously still under contract until next year ticks around, so they'll have to use a mannequin.

I suspect that they are prioritising kit and merchandise sales, and so looking good on an individual is more important than visibility from a helicopter on a rainy day in Flanders. Same reason the design is "clean" in terms of sponsor names and logos. Not having the main sponsor name on the front of the jersey at all would be enough to give Savio an apoplexy.
That said, gold on navy is an unusual combination. It may turn out to be more easily distinguished than other dark blue or black designs because of the giant gold arrow things on the front and back.
