I am intrigued to know how much less effort you think he and his team would be putting into his preparations for the Tour this year if he had not experienced the influence of that video. Please either provide your evidence or withdraw the claim.

Quality of production is in my opinion not all that bad, sort of fairytale cinematic, almost like some soft cringe alike genre, in a good way. Anyway, right from the start, look at the poster on the wall, isn't one superstar missing? Doh.
Then it goes on an on about true dreams, friendship ... and ends with a nice owl sound, picture perfect. All kids can dream that dream, to win the Tour, that is on how i perceive the message. Well, all bar one kid that is.

I agree that it's OK if we say it's down to personal opinion and preferences. Personally i watched most of their documentaries and i feel that the production quality is high. On top of that i don't believe it's enough to attribute your superstar, by opening up Photoshop and attaching picture of a head on something and say well there you have it. It shows lack of respect and well, it's amateurish, this is on how most teams are still doing it. For example Froome will skip the Tour, likely he gets to make a poster, or something.
Pretty sure he reached for it as early as 2020.
As for how they announced the new jersey:
A team could "announce" a new jersey by just... turning up to the team presentation in it.
