The section from Santa Marina to Santigoso would be the bit I'd have been worried about. After Santigoso it's the same as the descent into Viloira from the Alto da Portela and that's a perfectly fine road. The descents are the same both times.

Detour via Soulecín

As you can see the latter has some sections that might be a concern, but the former should be fine.

The thing is the first part of the descent before they get to Santigoso is similar roads to the climb so would have been questionable.

Is there really a full km at 13% or is that just another profiling artefact?
The numbers in the route below suggest so between km 7.5 and 8.5, but that looks like a non paved path. I'm not sure the paved road is that steep.

Isn't it comparable to Carpegna last year?

At the top it was worse than Carpegna but the road was still safe.

I don't know the descent of the climb they cut, but if it was a main road like the one I did today they could have ridden it without any issues. It would suck, but it could be ridden. For context by the end of the descent I could barely shift or break from the cold and right now I still don't feel the tip of my fingers.

But remember this is just a small race in Spain with no history to back it up, if this was the Giro or the Tour the stage would have probably be raced without any changes

Yes, it's understandable that a race like this one will cater to Jumbo when they bring the Tour champion here.
