Hincapie opted out of the Olympics and retired..

If Hincapie is now retired, what's he got to lose by coming out publicly and saying what he witnessed at USPS, etc? He would put all the speculation to rest. Why hasn't he come out with it. Is there some sort of potential penalty he faces for discussing it before it gets released officially?

Because he is probably not wanting to jeopardise the USADA process.

Also he has nothing to gain. Hincapie is not some self respecting guy. He doped for his whole career FFS. He is a cheat. I doubt Hincapie will talk to the media and if/when he does it will be on his terms putting the most positive spin on it possible. But i will imagine Hincapie will only admit through grited teeth that he doped during USPS years to the public, saying they all did it.

edit. GJB123 covered it too.^^

This guy has allegedly done paid work for Lance, selling personal information of members of this forum to his yellowness' lawyer, Tim Herman.

Here's what he said to Business Insider:

Papp talked to us about the prevalence of doping in the sport and why Armstrong is "too big to fail."
...
Papp says that even if USADA determines Armstrong was doping, he likely won't face big consequences from his devoted fans or big-time corporate sponsors.

I won't paste the rest, it's unpleasant.

Thor Hushovd sticks up for his old friend Lance

"Hushovd says that riders that cheat deserve punishment, but he doesnt wont to judge his buddy today"

"Lance never tested positive (lol!) thats why this is a difficult case"

"The case boils down to some people, for different reasons, talking about what theyve seen and heard, if there was a positive test, the case would be ok"

"If i had a buddy that got caught drunk driving then he is still my buddy. But its dissapointing if this is true, on the other hand Lance has done a lot for other people in different circumstances"

Hushovd was in May 2011 told by Armstrong himself that he had been doping. Still in August 2012 he thought it was difficult to get his head round Armstrong getting banned.

Now Hushovd is a bit worried because he never told Armstong he didn't dope, and he thinks Armstrong thinks he doped.

It seems to me the guy was trying to keep his career going in the WT above everything else. So, contradictions are everywhere. Which, should tell you exactly how much the UCI is really protecting the integrity of the sport.
