Riders were on the right because the wind was coming from the left. So actually, the moto should have been on the other side slowing down.
WvA left some space, vdP was already more to the right tucked behind WvA and Alaphilippe was close to the right, unfortunately too close.
So no riders to blame (e.g. for not signalling), Alaphilippe a little bit to blame but that moto was at the wrong place at the wrong time.
Yes, but I guess you will never be able to reach the point where competitive athletes give up on an advantage in a race.Or a request to riders not to try and draft behind motos that are trying to keep out of the riders way on the edge of the road
Good rule, keep it simple and predictable, just like a road traffic.You are always supposed to stop on the right side of the road, irrespective of wind direction..... it’s one of the general rules of bike racing.

They had slowed down hugging the curb waiting for the leaders to overtake.

Not slowed down... Keep riding... Especially on climb and a little curve where riders are going full effort and looking down from time to time...
