He might have decided to walk through the door, in defence of his personal Omerta.
Since it looks "convenient", it doesn't do Sky any favours, only Yates.

No confession on his agenda.
Sky know it, can't prove it, therefore compromise.
Whichever reason, it's not an outcome that paints Sky in the best light.
Far from it.
It does leave the door open for much speculation.
Proof of Sky doping? Of course not.

This is throwing dirt off the bus in the hope that is appeases the media enough to get Sky back viewed as a clean team. But it is doomed to failure.
Nothing is gonna take away from the fact that the year they had a doping doctor on the team they destroyed the opposition in all their target races.
