Would he be that low down on these stages if he didn't have to: a) lose time on purpose to be allowed in breaks and b) go out in breaks all day to pick up points?

To 'fix' it all you have to do is double point on every MTF. Or you could only award points for the final climb because that would sure as hell see the best climber win.
