Oh yeah I forgot they took Armstrong out of the rankings. And I was so surprised that I didnt find anything faster than 1998 in the 2000s!
So surely it must be Armstrong 2005? probably 41.7/8-ish?

That's right. That year even Basso had a faster speed than any other tour.
