This is actually a very important and good point to bring up. You need a prescription to take tramadol. Did that doctor have valid medical reasons to hand out these prescriptions so easily? If not the doctor and the cyclists should be charged with fraud. Obviously this isn't just a Sky problem, it's a problem in the entire peloton and should be looked into immediately. Tramadol is an opioid for crying out loud.

you are right, but you know, the clinic does not care about doping. dope (in this case with a "legal painkiller" not banned) as long as you want, but dont tell lies, cause you´ll go to hell. the Clinic wants to save you
It depends on your definition of legal painkiller. You can't buy it over the counter, rather need a genuine prescription from a doctor (you know, like a genuine reason for a TUE). For a team doctor to be freely offering it around is not only unethical in the extreme but also potentially dangerous and probably verging on the illegal (unless, in the UK at least, he first issued the user with a valid prescription, and then the circle begins again if not genuine).
