If drug testers see anything that suggests a rider's blood has been manipulated, the rider's data, which is identified by a code to ensure anonymity, is sent to members of the independent panel, whose members include some of the top names in the antidoping community.
If the panelists agree the sample shows signs of doping, the data is sent back to the UCI, which is supposed to inform the cyclist, who is given a chance to explain the irregularities. If the panel still unanimously agrees that there is no other possible explanation for the results, the UCI can begin the sanctioning process. The ultimate decision on what to do with the results rests with the UCI. The panel has no control over, or knowledge of, what the UCI does with its recommendations.

Mr. McQuaid, the UCI president, said the UCI does not share the panel's recommendations with WADA because the Passport guidelines do not require it to. "That's a question for WADA. They're the ones who make the rules," he said. He said every sport under the umbrella of the International Olympic Committee polices itself. "Why should cycling be any different?" he asked.

All with strong politically ethical stances.
There are thousands I don't know personally who have turned them down.

How many other riders so far have pulled out due to being unwell (as opposed to injured in an accident)?

Virus / infection is now being touted by both.

Similar to 2011 Vuelta? Doesn't seem to be.

When was the last time 2 out of the top 4 contenders (Nibali + Evans) pulled out due to having the sniffles?

it's interesting. could be a correlation but it could be totally random. i'm leaning toward the latter but who knows?
