No, there was no suspension from an official body, just by the team. That is an important point to clarify that has been implied in the past but perhaps not directly addressed.
What if a NADA asks a team to suspend a rider in the middle of the season (before any ruling), but the rider later gets cleared?

That is trickier. It's true that Costa got suspended in 2010 but was cleared without an official 'ban' in 2011, but lost his results in the nationals. This was enough for Hugo to consider him as not costing his 2010 or 2011 cost for the 2012 game (which made him cheaper, which made the rules evolve so that if a more recent season than pre-ban had higher points, the rider costs that).

Kolobnev, I can't remember what the ruling was in the CQ game but he was not suspended either. I would count both those riders as costing their last prior year if this was the 2012 game (and, with Costa, even as a 'doper' he would have cost that with the new rules anyway).

For practical purposes, I don't think there are many (any?) riders that could impact this year's game much who are in that gray area, but if there is a rider you're thinking of you can PM me. mc_mountain adjusted the 'doper' scores on the spreadsheet to be honest, and that was based on a list compiled by another poster at velorooms I believe, so there was not much discussion on this gray area. I do know there is one rider that falls under the very situation you're identifying that was originally on the 'doper' list but then, on second thought, made available for the 2013 score. So like I said, let me know by PM if you have someone in mind. It hasn't come up yet.

PM sent. ;)

A bit expensive?!

Those riders who are currently in the 700 - 1000 point range. I left them out of my shortlist as I thought I would be well over budget on the first cut like I was last year.
Or do a take a 1200 point punt on your hero

I always like games like these, I will definately be submitting a team this year. The biggest problem in these games is the old heart vs head-discussion. I always tend to pick riders that I like in stead of riders I think will do well.

Maybe I missed it in the OP, but which riders are eligible? Only PT and Pro Conti or also riders on the conti-level?

I wouldn't think so, he's not been suspended. Though maybe it's coming as with all those under the Mantova cloud.

This bothers me most this year's game. There's a number of riders that I think could be quite important picks, but they are wrapped up in some doping investigation. You're screwed when you picked some of them and they all get banned, but you're screwed when you didn't pick them and they don't get banned too. :(

Just a reminder, 2 weeks until deadline! I'm expecting most entries to come in after the final year-end CQ update, but I've been happy to receive the 13 entries that have come in so far, and even happier that 5 of them have been from new entries. We shall see what the game brings this year!

How much better could he be?

He could score from say 1000 to 2000 :D but the other day I calculated his score based on his calendar and no (!) wins, just a bit better placings than last year and I got to 2000. Don't forget next season he'll ride la Vuelta and if he rides Worlds and Lombardia after that, he might be in a bit better shape than this year and score more than 0 points :D

Edit: but he is no longer in the Velorooms Collective team, veto'd out by Froome19

First draft done. I just wish I could only pick riders using my head and not my heart. This game is not suited for me but I cant wait to play again. Hopefully I will do better than the last three years :D

My joke of a team is in
2 >400pts riders
5 399-300pts riders
4 299-200pts riders
12 199-100pts riders
7 99-1pts riders
2 0pt riders

Also shipped my team - and to compare:

4 >400pts riders
7 300-399pts riders
5 200-299pts riders
6 100-199pts riders
8 1-99pts riders
3 zero-pointers

Your distribution of points is more of a bell curve, while my point distribution is pretty linear - wow, numbers rule!
