Still about 20 race days left between the final five stages of the Tour of China II, Chrono des Nations, Japan Cup, Tour of Hainan and finally the Tour of Taihu Lake.

van Asbroeck, van Staeyen and van der Sande are all starting too. de Busschere has won it the last two years I think so Soudal should be working for him and have a pretty good team. No Benoot, Marcato or Guldhammer sadly so Kreder is well positioned for this race.

My own database, but it only covers this year, so I don't know about previous years.

It looks likely that Kreder and Marcato will share the top spot, but it's still too early to call officially. Of those in the list, Andriy Kulyk is currently riding the Tour of China II and he moved up to 12 now. Agnoli and Mancebo are down for the Tour of Hainan, but startlists for both Hainan and Taihu are not yet complete, so it's hard to know who else might move up.

In that case, Marcato will probably win. He has four podium places against three for Kreder. This is the breakdown of positions from second to tenth for the top four riders:
Marcato: 3-1-1-4-3-3-1-3-3
Kreder: 1-2-3-2-6-2-4-2-0
Benoot: 2-1-3-2-5-2-5-1-0
Guldhammer: 1-0-6-5-2-2-1-2-2

It's quite amazing Guldhammer has only one podium out of his 21 top tens. The rider with the most top tens and no podium place at all is Marco Canola on 12, followed by Robert Gesink on 11.

In case you're wondering who of the winless riders has the most podium places: it's a tie between a lot of riders with 5 podium finishes.

Of these, Torres has the most second places (4).

After 6 top10 finishes and a top10 on GC in the Tour of China II Kulyk is up to 17.

And there are 9 stages in the Tour of Taihu Lake which Kolss is scheduled to ride.

Looks like tie-breaker may not be needed.

Actually Kulyk is on 18. I missed one of his top tens earlier due to a mistake in the results of stage 10 of Qinghai Lake. 16 of his 18 top tens come from stage races in China (Tour of Qinghai Lake, Tour of China I, Tour of China II). He will only need four more top tens, because he has more podium finishes than Kreder and Marcato.

Given that the Tour of Hainan and the Tour of Taihu Lake are the only two races remaining, and given the start lists of these races, I think we can now definitively announce the ProTour rider with the most top tens but no win: Tiesj Benoot. Not bad for a first-year pro.

Grosu got three out of three so far in Hainan and has moved up to 14. His team is not doing Taihu Lake though, so he won't make it to 22. Mareczko has moved up to 10 and is apparently also doing Taihu Lake, so he still has a theoretical chance to win.

Now only the Tour of Taihu Lake is remaining. I don't know the start list of that race yet, but the teams of Kulyk, Zanotti, Ponzi and Mancebo are riding, so those riders still have a chance to win.
