They're moving up in the world, but a team with Kooij, Benoot, Cosnefroy and Gall as its stars is lightyears away from being a superteam.
Benoot is pretty all-round. Can still make good results in plenty of one-day races and classics.

Dont think he should be viewed as a "star" though.

An asset to his team by being able to make own results and being a reliable helper. Maybe for Gall or Seixas in the future.

Their budget is going to 40M+, that's almost superteam territory, that's why I'm saying it. You don't just build it in 1 year.
You don't build it in one year, but if you're really on your way to superteam status you do usually get one pretty big name in the first year you know well in advance you have the budget. Compare for example to UAE signing Aru and Kristoff for the 2018 season.

Kooij is a big name? What?

It's not that easy anymore to just get a huge name as everyone is stuck at teams for a long time. It's the same reason why Astana doesn't have a GC leader yet. Who would you recommend for example?

They are also not planning on buying a superstar as their goal is to make Seixas one.

I said "about to be" for a reason, I didn't say they were already one.

Godon, langelotti, Oscar Rodrigues, Tobias foss, Brandon smith Riviera. My god what a team of superstars. Just need to get pippo fiorelli now.

Godon (Ineos like said above), Bennett, Vendrame, Tronchon, Cosnefroy (rumored to PicNic and Ineos), Berthet (wtf?), Lafay, Bouchard and Peters are all leaving Decathlon. Armirail also still possible he leaves. Labrosse, Naesen and De Pestel extending.

Pretty obvious they are throwing their French identity overboard (there's even rumors to take a Belgian license, or another one to get away from French tax system). Pretty insane to see the "disruption" in French cycling at this moment. Arkea gone, Decathlon leaving its French identity, TotalEnergies as a sponsor moving to Ineos (and them focusing on some French talent), Cofidis (who of course will be profiting from this) losing its WT license...
