If both options are illegal, you should stop riding when you need to change helmet.

But if riders just... don't change helmets?

Of course, I suppose if it simply becomes the norm that riders change their helmets right after a crash where they had hit their head, then that would work too...

It might also be said that if the blow were bad enough to break the helmet, he should be forced to take a concussion test. Do we know whether he was sanctioned for riding while removing it?

Having seen him with the helmet removed, I was disappointed not to see his hair bleached and sprayed to within an inch of its life. That was the image that his name brings to mind for me...

When a rider lands on his back, as Kajamini obviously did, I wonder about how much damage those radio packs might do: I hope they collapse into pieces with little resistance.

Actually, why it would bring any images...
