The only way Ak-zaaf's argument can be held up against including Cooke in the British list is to point out that pay and prize money is so abysmal for women cyclists that it's hard to discuss them in a "professional road racing" forum. However it could be argued that working as hard as many of the top women do despite the lack of financial incentives and security only makes their achievements that much more impressive.
