Don't think 3 tour wins are enough to be called a cycling legend. 4 wins however probably make him one.

3 Tour wins, multiple Vuelta podiums and many stage wins outside of that (Dauphine) + Olympic medals are tho. He didn't need a 4th TDF title just to make the difference
