I don't think so. Only if he gaps his biggest rivals on the climb and sees the opportunity to take more time. If there are 5-10 riders together at the top of Peyresourde, I don't think he'll make an all out attack on the descent.
I think he will jump just before the top

I think at this point we might have to consider the possibility that he’s just not the toughest man in the peloton.

It's absolutely this. He's also simply not a great racer. The reason he always has issues that others don't have is because he's not strong enough physically or mentally over 3 weeks and he doesn't have that relentless edge to make sure he's always up with the rest and out of trouble.
