As far as I know, that is actually against the rules. You are allowed to stop and park your bike though.

Think Carapaz should've at least tested the others, just a short attack to see if everyone is at his wheel right away. Now everyone will just stick to the Ineos train, doesn't really matter if they have the numerical advantage

I hadn't see that Kruijswijk was back with him. I though he was isolated.
