I hated USPS, but they were tactically smart. They didn’t care if they gave O’Grady and Francois Simon had a 30 minute gap in 2001 because those guys we’re grupetto fodder.

In 2005, they were sure as Hell chasing down Julich in a break at 3 minutes. Nobody thought Bobby Julich was a serious threat to win the Tour anymore, but USPS sure as hell weren’t going to give a rider that good a large advantage because it would take a lot of work to get rid of him if he had a 3 minute advantage over Armstrong. You minimize the risk. Those were Bruyneel’s words at the time.

And while Julich might have been dangerous he was not even in the same universe of a dangerous rider as Nibali is.
But a year later, when Pereiro went up the road, CSC, T-Mobile and Rabobank all looked at each other and said "no, you chase him."

They did give Kivilev 13 minutes in 2001.

And what stage was that in 2005? I honestly don't remember.
It was stage 4 or 5. It could’ve been the 2004 Tour, but I’m pretty sure it was 2005 since Julich had already won Paris Nice and Criterium International and was the #1 ranked rider in the Pro Tour for much of that year.

Kivilev was better than O’Grady, but was still somewhat unknown in 2001. Julich was a podium finisher who was riding for Bjarn “reclamation project” Riis and had won a lot in both 2004 and 2005.

If I cross the the street, there is a risk I get hit by a motorbike. But the risk is tiny and I need to cross the street if I want to get to the cart that sells tasty Hokkaido milk bubble tea with flame-burnt whipped cream.

The risk is small for Pogacar, but for everyone else it is. There’s always the chance that Pogacar has misfortune- then what? WVA isn’t going to beat Nibali in a GT. Roglic looked good in the TT, but who knows how he will be able to respond in the Mtns with his injuries. Carapaz isn’t going to be let off the leash as long as Thomas is right there, and Thomas is almost as old as Vincenzo.
