Cav here is like Petacchi in 2012. Well past his prime.
And still the second fastest man today, with a decent leadout and a better mechanic maybe the winner. I rewatched that heli shot a few times and everyone else was already all out when Cav and Phillipsen blew their doors off. Girmay didn't get on Cav's wheel, instead he was plain lucky that Cav passed by and got in front of him.

The commissaires looked at it and said no. From L'Equipe:

Philipsen therefore took a third victory in as many sprints, but not everything was clear. Mathieu Van der Poel's launch was less fluid, which created the moment of hesitation that Mark Cavendish took advantage of to launch his sprint. Jasper Philipsen then had to cross the road to take the wheel of the Briton and packed Biniam Girmay against the barriers. The marshals examined the maneuver and decided not to downgrade the Belgian and that's good, because it would have stained the beautiful story of Cavendish, who probably would not have wanted to break the record with a victory with an asterisk.

I feel girmay gets pushed around too much. As bad as it sounds I think the next time pushes him around he should lean against him hard even to the point of risking a crash.

You don't want to see a crash but when people see that he dares to pay that price they might get a little more wary and think again when they try to push him around next time.

If you watch the run in from 3K out, there was another moment when he got pushed out by Alpecin. He needs a lead out like Renshaw who is willing to punch somebody.

Phillipsen uses a lot of the road but I saw no reason for him to be relegated today. Van der Poel and Jasper are simply faster than everyone else right now
I think if the person he squeezed was Cav, there might have been a relegation. That he did it to Girmay, someone who has yet to show he has enough speed to overtake Philipsen in a sprint, I think factors in to no sanction. Based on two of his sprints, so far this tour, sooner or later he is going to cause a crash (and get himself crashed in the process), or he is going to get a relegation. He is riding a razors edge, and it's going to cut sooner or later.

I do feel fairly certain that Cav would not have wanted his historic win to come at the hands of a relegation, as has been pointed out.
