Nothing is ever truly won this early in a GT, but it is looking mighty good for BG.
Girmay is looking strong and his team prioritize it.

Turgis took more points today, looks like he is cooking up a Thor Hushovd assault on the Green Jersey. Well maybe he is just cooking up an assault on 2nd place so he wins if Girmay crashes out later in the race.

can Jasper Phillipsen take more intermediate points than Girmay in week 3?

I think Girmay needs to crash or go down with illness, but you never know. If Turgis and Phillipsen are both challenging, he might end up tryin.

Just 2 stages ago, the break had a short leash, was caught by GC favorites and then allowed to go away again for the victory. The riders are already in the break, have nothing to do tomorrow and there are a limited number of chances (maybe 10 total?) that can possibly be won by a break. If you give up, you lose anyway.
