I don't think they aren't holding off 15 Ineos, Jumbo and Bora riders for 90k, taking the risk and letting them bury themselves would've been a valid tactic at that point.

Would have been a great moment to profit from Visma's indecision. Once they pulled Laporte back it was clear they were not keen on letting the move go, so just dangle them out there at a catchable distance and make Visma make the decision on how to bring them back, rather than just going all out and neutralising instantly. That way you use less energy, but get Remco, Pog and the Visma domestiques (Jorgenson excepted as he obviously wouldn't contribute up front) to expend theirs, for the same outcome.

I don't get the hate against Ineos here. They're riding for a podium spot and their biggest threat against that, Evenepoel, is attacking. Of course they ride to catch him. It's really not a part of their strategy to let Visma chase to use up Vingegaard's domestiques as it doesn't matter for them.
