Better/smoother asphalt is a thing, mainly in the Pyrenees that were known for the rough road surface still in the early to mid 2000s, that has to be said. Smooth vs rough asphalt does make a significant difference.
I am pretty sure the tires have developed quite a lot as well in 30 years. Maybe you put that under bike technology but it is still small differences over time that adds up. It does makes a lot of difference in the end.

What if I start a rumour of there being a triple Alpe d'Huez stage (with two times over Col de Sarenne) and get some random Colombian website to write about it?
Why stop at a triple when we can make it a quadruple ascent while putting a big time bonus at the top each time so they’re all ridden as fast as possible thereby making the current top 10 times obsolete.

Aero of course. Pantani's bike was 6.96Kg or line ball with modern bikes. Comparing Marco Pantani's Bianchi Mega Pro XL vs Tadej Pogačar's Colnago V4Rs

It used to be thought (pre early 90s) that aero only made a significant difference at over 30km/h. But research and wind tunnel testing has shown there is significant benefit at much lower speeds - eg, AdH and PdB climbing speeds for the best pros like Pogacar and Vingegaard.

Good news for those of us who drooled over bikes at the UCI limit is the industry now builds top end bikes which are aero and near the UCI weight limit of 6.8Kg. Bad news is getting bikes to be aero and light has greatly increased their cost to us mere mortals.

Why would they be standing on the descent?
Because the last lap is the regular Alpe MTF from Bourg d' Oisans? You don't think lots of people will stand there even though its 3x Sarenne before?

Edit: Whoops, for some reason I misread the profile. That obviously aint gonna be a problem.

Not sure about Europe, but in the UK the roads have gotten considerably worse in the last 20 years..

In anticipation of the upcoming Tour route, I'm hoping for a mountain stage that might yield more than 2 proper HC climbs.

When was the last time we had 6000-7000m of elevation gain in a stage??
