My guess, it might be the chip seal. Done here where I live all the time because changing temps in the mountain cause the pavement to crack so often.

Seems peculiar that Jorgensen wouldn't just communicate and tell Kuss to knock off the pace rather than drop out the back. Pyrenees region is poorer than Alps/Dauphine, but all mountains in Spain/Italy/France get pretty intense swings in temperature that can affect it (from -10/20 to +30).
