The thing is, if they truly rate him as a true threat. They shouldn't let him get this much of a lead without any effort by keeping Kyrienka in the lead.

I obviously don't know what's going on inside Sky, but the way they're behaving clearly indicates they're not as scared of Quintana up front as they are of Contador in Froome's wheel.

He's riding at the same pace as Kennaugh right now. Do you really think that costs him that much effort? Sure it's a bit more than Froome and Contador who're riding in the wheels but with the descent there to recover I have no doubt he'll have plenty left for the final ascent.
