I cited the rule two posts above yours.

It is not about whether your backside is on the saddle, nor what part of it is, but what part of the bike is supporting your weight through what part of your body: Handlebars (hands only, not forearms except in TT, not chest as Formolo seemed to do here), pedals (feet, obviously) and saddle( what the UCI refers to as 'seat', thus outlawing the superman position).
I think that 'seat' means butt. Seat on the saddle means butt on the saddle, right?
 
brother what, obviously he won't follow all moves and Vansevant and Formolo went quite early. VDP had no teammates, he gambled on UAE to solve his problems.

He stayed with Hirschi apart from a small moment on the final climb, and dropped all other contenders. With some reputated climbers here like Gaudu and Kelderman. If anything he showed strong form.

Weird conclusions being drawn here
I agree that "form" might not be the right word, as he actually seems to be in great shape. However, if he can't follow Hirschi on a stage like this, it's difficult to imagine him beating Pogacar and Evenepoel on a tougher course. And with all due respect to Gaudu and Kelderman, being able to keep up with them doesn't mean much when it comes to the Worlds.
 
He did look weaker than Hirschi. Which is not a shame but Hirschi is 23/1 to win the worldchampionship.

Right now who do you think has a bigger chance To win the worlds', Hirschi or VdP?

For me its Van der Poel.

Yes, Hirschi looked a bit stronger than him yesterday but the Worlds is a 274km one-day race not a hilly 202km stage in the Tour of Luxemburg where Van der Poel was actually the one that finished ahead.

Lots of people underestimate how hard is to do that extra hour/hour and a half that you have in the monuments/Worlds when compared to shorter one day races or hilly stages and Van der Poel is just one of the three riders in the world that is used to win these races, the other two, Pogačar and Remco are riders that I think have a bigger chance to win the Worlds because they are likely to drop him.

Having said that, 23/1 is a pretty good odd for Hirschi as he probably has the biggest chance of taking gold among 'mortals'.

It says "seat on the saddle" so there is a requirement.
No: it is one of the three permitted "points of support": not all of them need to be maintained at all times. If someone chose to ride the entire race out of the saddle, the rules would not be broken. But torso on toptube is not a permitted point of support, and not is forearms/chest on handlebars.
